The study’s objectives



INSIDE provides, for the first time, comprehensive and reliable information as part of a review of the current state of the implementation of inclusion in the lower secondary tier in all 16 German federal states. Furthermore, the study will also show which organizational parameters, which forms of teaching staff and specialists cooperation, and which teaching processes result in inclusive learning leading to the successful personal development of pupils with special educational needs. Another key element of the study is the question regarding the effects which inclusion has on the classmates without equivalent special needs.


On the basis of the information thus acquired, INSIDE will help to distinguish which factors are necessary for the success of inclusive learning, and which political strategies and reform measures hence may be developed. INSIDE thus aims to create a substantiated data and information basis to serve as the foundation for political objectives for the successful implementation of educational inclusion.
