Numerous studies show that more and more pupils are not achieving the minimum standards in reading, writing and arithmetic and urgently need more effective support. Measures such as the Starting Opportunities Program and the Digital Pact II are current nationwide approaches to tackling these challenges. However, it remains to be seen how effectively the money flowing into schools will be used.
