Longitudinal data for INequalities in Education

Objective

By mapping existing longitudinal data on school education in selected Central and Southern European countries and their key characteristics, a new data source for educational research in Europe will be created. The knowledge gained from this will subsequently show and explain inequalities and associated trends in European education systems. The transfer of this knowledge will result in the provision of guidelines for the generation of additional data sources of this kind, also for the purpose of improving their comparability, as well as in the identification of further research desiderata and recommendations for policymakers and other actors. As longitudinal research results, these can serve as a substantial supplement to information from well-known, European comparative cross-sectional surveys on learning outcomes of students aged six to 18. 

Three overarching objectives structure the project:

  • to create a better understanding of the factors that influence inequalities in education and to develop successful interventions to address these
  • to link quantitative and qualitative data to support schools in developing student-centred compensatory measures
  • strengthening the evidence-based approach in European education, in particular through the use of longitudinal data
 
 

Background

Systematic efforts to create evidence-based approaches to the design and implementation of interventions are not yet common across European education systems. Utilizing available data and investing in methodologically sound research and evaluation are key elements for the design and implementation of effective, equitable, and efficient interventions and strategies.

In this context, LINEup works to identify the key success factors for quality education. The project focuses on the educational success and achievement of basic skills (reading, maths, and science) of students at primary and secondary level (aged six to 18) as key elements for personal development, preparation for the labour market, and active participation in society.

 

Approach

LINEup comprises two complementary lines of work:

  • comprehensive secondary research aimed at collecting, analyzing, and summarizing existing national longitudinal data to enable assessment and identification of trends in longitudinal educational inequalities
  • subsequent qualitative study to be conducted in the participating countries to collect primary data on the process of implementation and the impact of interventions focussing on students in school

The project comprises eight work packages distributed across the project partners, three of which structure the project over its entire duration. In addition to project management and coordination activities, these are in particular transfer and impact-generating activities that ensure the communication, dissemination, and utilization of research results. The research process is also accompanied by an ethics review.

In order to create the results for the transfer work and generation of impact, the central research process is divided into five interwoven work packages:

  • A comprehensive literature review
  • The mapping of existing, relevant longitudinal data
  • The design of a qualitative research setup
  • The creation of case studies
  • The preparation and provision of research & policy recommendations

LIfBi acts as a “National Authority” for the project. With the NEPS as the largest long-term educational panel study in Germany and its experience and expertise in providing high-quality longitudinal data, LIfBi represents an elaborate system of data generation, its provision, and subsequent research in the European context, which also serves as a model (the “German case”).
